Thomas Lowther was selected by his brother, Richard Lowther, to sit on the coroner's jury inquiring into the death of Jemmy Atkinson. Richard had selected Thomas because he wanted someone to sway the jury toward the man he wanted charged, Robert Carey's servant Barnabus Cooke. It didn't work. The case Carey presented was compelling and the jury selected John Leigh as the probable killer.
